I did this for the very first time last night. Not because I was spiteful, but because I'd never seen the world destroyed by a nuclear attack in Civ3... I honestly wanted to see how the Civ3 system handled the aftermath, so the point was so that I could play a civilization on a dying planet and see what I could do to keep my people alive.
I had already beaten the game with a Space Race victory, so you might call this the Sid Meier's Alpha Centauri scenario for what happens to the planet after the colony ship leaves 
It was actually quite interesting... I was the romans and had conquered (back in the ancient era into the middle era) my entire continent of 10 other civs. The remaining 5 civs were on a second continent that I completely carpeted in nuclear attacks (as in I made sure every single tile had its improvements destroyed and was covered in pollution). I had built well over 100 ICBMs for the purpose, which was more than I needed to carpet bomb their continent.
Once that was done, I wanted to see how the civ3 system handled what happens. Inacurately, nuclear holocaust is portrayed as sending global warming through the roof (it should be the other way around... there's a reason why it's called "nuclear winter"...), slowly turning random tiles all over the board into desert tiles. Because the ENTIRE second continent was covered in pollution, each city radius worth of terrain had 1 tile move toward more arid terrain about once every 3-4 turns... with that happening all over the planet every single turn, populations were starving across the world pretty quick...
I decided that the best strategy for coping with the situation was (since my population was starving by the millions anyway) to build nothing but workers and transports... the workers would board transports in groups of 8 and be shipped to the other continent. I had transports full of modern armor preceed them to clear out the enemies and then dump boatload after boatload of workers to start cleaning up the mess. I didn't play it all the way out, but world population in terms of pop units (rather than estimated actual population) fell by about half by the time I was done.
In short, don't do mass nuclear attacks - the results suck (as it should be). It *was* interesting, if morbid, to actual play out the attempt to keep my population from *completely* starving to death when all tiles turned to desert.

Ocasionally when I've done it it's been more of a half-win; i.e. I was numero uno but in no way able to complete conquering the world. It was kind of like the reasoning for the Soviet's (gladly) scrapped Doomsday Device-I saw a clip about it once on the Hitler Channel, it would supposedly annihlate the world in a rain of nuclear devestation but they'd die happy knowing they had won in their own way somehow. Yeah, which just goes to say: I'd probably treat my civilization a lot more carefully if it was real.

The outstanding amount of ideas being stifled by our oppressive ruler would help propel our nation into an unbelievable future.
Duddha: If the common person were allowed an oppurtunity to make wealth based on their ideas and craftiness instead of the class they were born into, an unbelievable new nation would come about. This nation would be more advanced and developed than any other nation in the world.
However, this lack of competitiveness insures that the only benefit of being hardworking now is maybe being knighted or something. In the Republic, money would be a much better motivation.

You have a "Hitler Channel"? Our censors in the US probably won't let it be available over here.
