I will fix the deserts in Buenos Aires, sorry about that, and I know about the rice paddies in the arctic, it is just because I replaced the polar ice caps witht he rice paddies to be made useful.
There should be no forts in Kursk, there are only forts in Stalingrad, Leningrad, and Moscow. Germany never conquered them in real life, so I decided it should be incredibly tough to take them in the scenario.
About the whermacht moving 0, i need to check that, it is not right.

They're there for the reasons Pap stated; I just thought I'd also mention that they aren't unbeatable. Usually they take around 7 or 8 field artillery, 3-4 SIG-IB artillery units, or 3-4 Ju-88 bombers, all three of which you can build. This historically recreates the kind of losses that occurred in those three cities.

There is also one in Gorky, and there are several in the Soviet Far East. I thought you agreed a long time ago to remove those particular ones.

He's wrong, they have movements of 1 but the civpedia says 0. That happens all the time.
