As I see it, the Minister of City-Planning is responsible for the operations of the *existing* cities. That includes making sure workers are placed to exploit city resources as effectively as possible, adjusting the terrain when necessary, suggesting the structures or units to be built in each city, and being alert to impending unhappiness.

The Minister of Imperial Expansion suggests locations for new cities.
