Have the people at Activision ever made a scenario ? How can features like flat maps and exclusives units/techs for civilizations not be in the patch ?
But if I have correctly understood how AI works, you can specify which tech an AI will resarch, so we can make different tech trees, one for each AI personnality. This is not that bad but it is limited by the number of personnalities (4 or 5 I don't remember). So anyone knows if you can create more AI behaviors ?
What I want to do is to create a tech that has no pre requisite (unreachable_tech). This tech will be given to all the AI player of a scen and will allow their first advances of their own tech trees(Civil1_only_tech, civil2_only_tech, etc...).
The player should of course not research this tech (warning given via GL and very costly tech so the player could not discover it).
This is not a very flexible method, since you must design one scenario per civ you want to play. And it will need a great amount of different techs.
The thing that would be nice is that you could give a tech (which no one can research)throught SLIC. The main problem is that I don't know if you can create such a tech (in civ2, we just have to put no no for the prereq).

Collective insanity. That is the politest explanation I can think of as to why flat map support (or non-perfect square map support) wasn't included from the very beginning, much less after two patches. And the collective insanity must be affecting the players too, because you're the only other person I've seen who's ever made a fuss over this. I've e-mailed Activision a number of times about this, but it appears to have fallen on deaf ears. Now that people can actually make scenarios I hope more and more will realize this amazing oversight and pressure Activision to put it in the next patch, which might come out in this millenium.
Exclusive units is a bit more hopeful. Remember that each government type can have exclusive units, so you would just need to give each civ with exclusive unit types a different gvmt type, and make sure they don't switch (not sure about that last part!). Of course this would be a temporary measure at best, until a better way to do it arrives. Hopefully Mr. Ogre will post the list of SLIC changes for the new patch soon, and maybe there will be something there that will help.

I have no idea of scenariomaking at all, but there is a wrapx and a wrapy line in userprofile.txt. perhaps that does help?
