this system doesn't work. next time i'm going to put the backup and first choice all in one poll. currently planetary networks is winning both polls

I would suggest holding one tech poll but making it multichoice. Then just pick the second most voted option as the back-up tech. This would allow players to vote on a beeline instead of just one tech. For example, I would like to have voted on both PlaNets and IndEco.
