When I land my ship with all 40,000 colonists, the Science advisor notifies me and then the game procedes. wasn't I suppost to get UltraString Theory?

This is very annoying, playing a full game just for that to happen. kiled a few good games of mine
Are you sure it is totally fixed by the patch, it seems to me it happened a time after the patch for me, though could be a fading memory.

As far I can remember, the patch fixed it for some people, but for the majority, it didn't really help. In this case, your best bet is to either cheat and just give yourself the tech after your ship lands or modify the rules.txt and make it researchable after discovering some other advance.
