There may not be one. Even the largest Earth maps for Civ III have accuracy problems. A small one might only have a few tiles, at most, for all of Europe. Even Marla Singer's ultra huge Earth map is VERY crowded in Europe.

It has two map sizes, but I am not sure of the size.
