It depends what the goal is just now. But I think there is two choices only;
1) Navigation.
2) Mil. Tradition.
If we want a period of consolidation, even including a small war with France, then Navigation is the way to go. Find the lost civs, and milk them. But if we want to continue to crush all before us, on this continant, then Mil. Trad is a must. It is also good for defense porposes.

Navigation would bring us the potential for enormous benefits (first to discover other civs), but as Apoc states in another thread, this may be discovered by someone else shortly. It may well be expensive to buy, but I don't think this will mean we should research it ourselves if someone else gets it first.
Democracy could, after a little more infrastructural development, lead us to even further riches, and I have taken note of the arguments for Democracy's trade value.
Military Tradition will allow us to attain the strongest land attack units for some time, likely well before any other civ. This would be essential if we were in a state of constant warfare, but it appears that we are more for the strategic campaign style.
I have to say that, if the trade value is high enough, we should aim for Democracy. We are in a good position to change governments if the people vote as such, and the value of it may mean we get these other techs and Lpt for the research cost of one tech.
