The PTW manual is for reading at the office or wherever until you have the time to put the CD in the drive and get on with the game. The only good thing I found about the Civ3 manual was the list of keyboard commands.
What I would recommend is having a look round in the editor, even if you don't intend to change anything. I learnt more from that than either the manual or the Civilopedia told me.

On page 24 is stated that Guerillas become available after Replaceable Parts, and that MI become available after Feudalism, with swordsmen able to upgrade to MI.
