	Official: Policy towards the University Lose 30 kilos (of popups)

The University is Ambivalent towards us, has 23 Council votes, and is running a Democratic/Planned society. As we have not yet spoken with them and cannot do so until the next chat, no other information can be provided.

I think it's highly unlikely that the University is actually on our continent. We've explored pretty much all the possible start locations on our continent (AFAIK), and we got the comm frequency from a pod, so he could be anywhere.

Pact him, trade for any techs, even these important. Indeed it's unlikely he's on our continent, and this fact means he's much safer Pact Brother who would not mess up with our borders.
