32 Civs Support Apolyton, buy Galactic Civilizations

Can anyone tell me how can I include 32 civs in a single game. I read it's possible.

How about using in a Multiplayer game?

I want to make an excess of 9 (7 ai, me and barbs) so I can say, make 24 civs, where I enjoy having a settlers excluded game, start with 9 and have a whoop the ai contest.
