It's just a configuration file; same with the F-15, so it probably fixes some animations or something.

Miriya13 at CFC found the trigger for the Elvis unit, it will appear on Jan 8th 2003 (the King's B-day!).

If you set your PC date ahead, and load a regicide game, you will get The King unit for your king.
