Having read people who thing that the MP should be and SW, and those who think it should be a GW, I have to agree with both.

I'll add this: currently, every nation does need to invest considerable capital and resources to be capable of nuclear weapons. At the same time, the effort is much smaller now than it was for the first people who did it.

So, rather than change the MP, add a new SW: Atomic Readiness (400 sheilds), required to build nuclear plants and nuclear weapons, available only after the MP has been built by any civ. Possibly, the MP acts as Atomic Readiness for the civ that has built it.

Good idea, and one I hadn't heard mentioned before.
But would you be able to build the MP was the prerequisite for Readiness, would you be able to build it if you didn't have the GW?

Possibility: Keep MP as a GW with the current flaggs, and then.. Nope, still can't set buildings as prerequisits for units.
