PCX File manipulation Support Apolyton, buy Alpha Centauri

I just got into Civ3 again after literally months of not playing. Well, Ilove the fact that so much can be modified with the editor. I have one question though concerning .pcx files. Is there any free software that can manipulate these files? I got a program called irfanview, but it seems as though you can only view the file, and not change anything in them. Specifically, I want it for the units_32.ocx file, so I have the icon of my new units on the city screen.

Any suggestions out there?
