My guess is that there's another city of his on the otherside that he's trying to connect to his road network, and your backwards cities aren't helping.

BTW way I knew I could not get any of the stuff, but just wanted to annoy him. He was willing to tke peace straight up, but I was not. Funny thing was the the tech was one that I had by passed and no one would trade it to me.

It's an inside joke, a reference to "Clerks," a hugely popular independent films here in the U.S. that came out several years ago. The main character says several times "I wasn't even supposed to be here today!"
