Ah yes, deterrent, what deterrent is there if all the punishment exist of some sort of community service(CS), or fines, fines are easiliy payed, and no CS is harsh enough to scare potential criminals, since most of them have to choose between either a job at least as crappy as CS, or choosing the path of crime.

This will be an example case for only minor crimes like Little Theft Mikrocredits. You think murderers will be judged the same way? Besides, it won't be difficult to implement a system where the sentence becomes exponentially harsher the more crimes the perpetrator has on record.

Okay, here goes.

For the crime of Use of Horrendously Bad Humor While On Duty, I sentence Lemmy to pay a fine of TWO HUNDRED (200) mikrocredits.

For the crime of Little Theft Mikrocredits, I sentence Lemmy to ONE HUNDRED (100) hours of community service. He must also pay FIVE (5) percent of tabs in the Recreation Commons for a period of two weeks, with the amounts deducted from his salary.

Mr President what form will the community service take? Cleaning the Rec. Com loos? ; helping old Gaian ladies across the street. Meals on rovers. How will we know that he has served the sentence.

There are a couple of options for the community service. Any or all of: bathroom and roof cleaning in the recreation commons; large object carrying for the Department of Terraforming and Colonization; assorted farm labor; and doing voiceovers for holo-commercials. We can assign an officer to him to make sure he fulfills the requirements.
