I would bet it was a sale. The first week a game is out (retailers expected it Nov. 8th) it often goes on sale for 5-10$ off.
Ifogrames is still going to charge retailers like $23 a unit so retailers can't drop it to $20 for too long.
On a side note this either means that Comp USA is either doing very well or very bad. I noticed at Best Buy (Where I work) that since the economic down turn we have stopped putting sales on new release games and just featuring in our ad. This means either Comp USA can take the low revunes or they are loosing margin to bring in customers hopping to gain it in other places (bad idea).

Too bad my car's water pump had to die yesterday. If I had extra cash at all, id be willing to pick it up at that price ;P As it is, ill be doing good to afford moo3 before christmas assuming its released when its suspose to be.

I wasn't gonna buy it mainly because the reviews are horrible and the multi play doesn't work.
But for 20 bucks prob worth getting it just for the extra civs and single player. Even tho a very small addition, it's worth $20.
