What should our Glorious governmental titles be? Support Apolyton, buy GURPS/ Alpha Centauri

It looks like we are going to have four distinct levels of citizenship. We need to decide what to call each level. Currently, as described in the GO (Governmental Outline), they are:
1. Emperor
2. High King
3. King
4. Lord

Let us solve the naming conumdrum....

GF has expressed concern reguarding the use of 'Emperor' and 'High King' as two separate positions. He stated that 'High King' is simply Celtic for 'Emperor'. This would mean that we are placing a different meaning on the titles than how they were originally intended.

I know that we are playing as the Chinese, but I still want to use european names (simply because I am more familier with them). I am still in favor of the use of both Emperor and High King. Why? Because under our GO (Governmental Outline), once a High King is approved, the Emperor must do whatever the High King tells him to do with reguards to the High King's area of Power. He truly will be a High King. No one will be able to tell the High King of Internal Affairs to go build irregation over there, not even the Emperor.

The name of King I also belive could be further broke down into two ranks. That of City-King, and Region-King. A City-King obviously controls a city; a Region-King controls at least two bordering cities.

And GF also proposed to further break down the rank of Lord into several different ranks based on the support given to Lords from the Kings. I'm not sure of the complete breakdown of his scheme, so I will let him post it.

Tell me what you think....

GF has once again argued against the name of High King. I am against the names of Minister or Counsel as those positions are commonly below that of Kings and as such does not fit in the GO. A Minister or Counsel sounds like they advise the Emperor. This isn't the case. They don't ask the Emperor to do something, they tell him. Now what position name can tell an Emperor what to do?

No they aren't "Consul" is above king. Historical Consuls:
Julius Ceasar
Pompey
Augustus Ceasar
Marc Anthony
Scipio

Julius Ceasar and Augustus both became Emperor after they killed the other Consuls.

Personally I think we should all be High Kings, with any new members from now on coming in under one of us as a lower noble and we should all have the minister starry thing by our names so as to intimidate the other teams.........

I didn't know that about Consul, but I guess its true. Ceaser did give up a Kingship in Gaul to be a Consul in Rome....

The straight Military rank system has one main flaw. Colonels can't tell Generals what to do. Plus I like the Midevel sound of Emperor/Consul/King/Lord.

Anyone have objections to these names? (Remember GF, Kings can be broken down however we like. City-Kings for Kings with one city, Region-King or High King for Kings with multiple Cities. And the same can go for Lords. Barron, Duke, Count can be worked to represent levels of Lordship.)
