He means if your troops are engaged in battle and have killed the guy that you asked them to, who do they go for next. Is it the closest unit? The weakest? Or the one they are being attacked by?

my guess is the closest. i say guess cause there is generally lots of stuff going to notice something like that

for such special actions(the same applies to the general unit) the unit spents "craft"(shown with the arrow), which "fills up" again after some time
