What i meant by 'puzzle based' was that once you've worked out your network or got your initial cash cow going you can sit back and wait. Now this is simplyfying it a bit but it just felt that after a while i wasn't playing against the AI but against the map.
A poor initial start with just a few industries/cities in the wrong place could find you really struggling. Even the strategy guide lists certain starting conditions for some scenarios if you want to have a chance of completing them or winning gold.
Once you've found a winning strategy there's often little reason to deviate from it.

It's been a while now But let's see... I enjoyed RRT2, but I remember being disappointed somehow. Am I wrong, or was it limited replayabilty? No map generator? Anyone confirm this? Thanks.

I've done just fine in RT2, for the most part, and I'm far from adept with the market manipulations. Perhaps the train management isn't quite up to the level of the original (wouldn't know as I haven't played it), but there's certainly an interesting game there.
