How does this whole "beastmaster" scheme relate to
A) the concept of multiple star systems?
B) the background story?

I am of the opinion that background story is not just a prologue, but should be somehow present throughout the game. Just like in SMAC you'd have the theme of making contact with the Planet and preparing for transcendence in the background all the time. Also, if there are multiple planets, there has to be some explanation why the "beastmasters" show up in many places.

here's the list I posted in the SDPt story thread for processing in the game story:
Beastmaster:
-small about 1.5 meter or 5 feet.
-a bit apelike, hairy, hands etc (maybe extra fingers or something)
-they are intelligent, but at a stone-age level.
-their main strength is their telepathic abilities, because they are weak themselves and their are many strong predators on the planets they can control the minds of the predators to protect themselves.
-their telepathic abilities and intelligence are evolving to a higher level just at the time the humans arrive. (meaning they are creating a telepathic network like planet in SMAC/X)
-IDEA: the ecology's of M-class world have been created by an ancient now extinct alien race, but after they left the ecologies collapsed, evolving the peacefull creatures into fierce predators, and the caretakers (beastmasters) devolved to their present state.
(this would explain their presence on many worlds, and make them easier to incorporate into the story)
In my mind beastmasters look like monkey's that walk on two feet, look very skinny(with fur), brittle, physically weak, but with big black eyes that suggest phycic powers.

The more I think about it, it is probably also the shape of the eyes that makes me think he is scared. I played around with the guy in a graphics editor, and the result is attached. Of course, if it pretty bad, since I was editing the image you attached, but I just wanted to show how just a simple different shape of the eyes makes a difference.
