Re: a German ambassador: I don't vote for SR here, unless he is going to be in the diplo school as well. It would seem too obvious, certainly when no German is spoken. It would be a very good thing if he was prepared to take some of the intelligence on him, though 
And I understand it quite well too, but don't intend to try writing it, Germans would think it silly.
Further, I've been thinking on it, and even if I said otherwise at first, maybe I can take on an ambassador role as well, as long as someone else can cover for me when times are too busy. If so, my prefered choice would be the legos, I think I know what makes them tick.
Re: provided information: don't expect them to give anything unless we give something first. A nice document on our government structure would be acceptable, but if it is too generic people will find out themselves as well (or think it should be posted on the general forum). Reports on Civ choice will be only a very small carrot for all of them...
There have to be a few other groundrules here: we have to make clear that what we say to them, and what they say to us is confidential. If we suspect that they are using something we gave them to sell it to another party, it should make for a nice diplomatical crisis. We on the other hand should never share information we have gotten from one of them either, it would not be a honorable thing to do.
And an idea for something that might spark their interest early on: why don't we make a screen shot of our starting position before we settled (so only the 9 tiles in view), and when the time is ripe try to sell them that, instead of a territory map. It is tricky to perform, but would be something that is worth some cash, without having to give them something very costly. And it can be sold / given without an embassy.
