Wait a minute. What are we doing to develop ToE & Hoover? We should be pre-building them and getting the techs ASAP.

If the timeline for building the <<>400 shileds for these 2 are a long time from now, we should be going to plan C, if we techwhore Sanitation, that also deprives the other tech leaders from profiting as much from their future advances.

The two most important prebuilds we need for Hoover Dam & ToE are a Hospital & Factory in the two best city sites, neither of which we have the techs for.

(This is another reason why we should build Hospitals in the size 12 cities ASAP instead of waiting for Colosusems.)
