I would say yes, as the Mercenary vote has won the poll unless everyone who hasn't voted votes against it. Even then there is nothing wrong with spreading misinformation before the game starts.

Only 3 votes? Well, all of them are for yes anyway.

All of this shows the necessity of a consul of foreign affairs to organise this. Personally, I am interested in being that person, but since I am not yet, I don't feel right in making foreign policy. Unorthodox stated "Can I begin proliferating the public forum with this and similar adds?". I would also be interested in doing this; can we do this together (shows a more unified team) in the public forum? I was just thinking, because there is no official foreign consul as of yet, there should not be anyone acting like one.

Do you want to do this propaganda campaign alone? It sort of sounded like you did, with the wording you used. Do you mind if other people spread the word too, seing as there is no foreign consul as of yet?
