The reason is simple:
If two teams that have not already publicly finalized their civ choice end up popping up at the last minute to pick the same civ choice, we'll need to DELAY THE GAME to resolve which one of them gets it (argh.... if you want all the other civs to want to kill you, do that ).
I propose that, INSTEAD, we ask all teams to PUBLICLY finalize their civ choice by at least several days before December 1st. Having it done by.... oh.... WEDNESDAY, would not be terribly unreasonable. Though many of us Americans will be out of town, I'm sure those of you who are around and have internet access between Thursday and Sunday and figure out via Rock-Paper-Scissors the resolution of any conflicts over which team gets a mutually-desired civ.
Any team that doesn't post their public choice by Wednesday (or some other given date/time), simply loses out on being able to compete with any other team for any picks made by that deadline. Pretty simple: You snooze, you lose.
Alternative, ALL civ choices could be (from this point forward) on a first come-first served basis. The first team to PUBLICY ANNOUNCE that they are taking a certain civ gets it... any other team that wants it can just whine and pout, but we arent listening (once again: you snooze, you lose).
