What role will non-ministers have?
Trip, please clarify please.

I firmly believe that non-ministers should form advisory councils under the ministers.
Each ministry will perhaps determine how it opperates. If I am voted in by majority as a minister, then I'd expect to have no less than three advisors. Not only will these individuals assist in my absence, but they will also allow me to gather more insight into my decisions. As the game advances, each ministry will most likely end up parcelling out control of regions and/or sub-functions.
In short, I foresee all team members having at least one job function.
Also, to add to BFM's questions:
Will ministers be allowed to serve as advisors to other ministries?

Yes, as soon as the ministers are chosen one of their first tasks should be choosing their advisors.
