	Quick question -- how to add a city? Got spare money?

In PTW, with the scenario editor, are instructions for adding improvements etc. to a city you've already placed -- but I can't seem to locate where in the documentation it actually tells one how to place a city ...

well it took me a while to figure it out myself too

but here is how to do it:

you open the editor for PtW, load the map you want ...etc.etc... until you arrive at the point where you want to add your city; then in the "map" pulldown menu select "set active player" pick the civ (or player# ) you want to add a city(-ies) and/or unit(s) for.
then again in the "map" menu, under select brush type select either city or unit, the rest is self-explanatory
