Does that mean that catapults can't be upgraded unless you are Korean? Or does the Hwacha then upgrade to Cannon?

No not at all.

Since upgrade path is Cataplut->Hwacha->Cannon->Artillery

It would just skip Hwacha and go directly to the Cannons.

And Hwacha would not upgarde to Cannons, since Korean have no Cannons, so it would go directly to Arty.
