Internal Actions:
With the Removal of Restrictions from the treaty the United States Starts a massive Armed Forces Build up. The Navy will recieve Priority. Size after the Current Build up will be large. While that army will be upgraded to Large. This process should take 4 years for the Navy and 2 years for the army.
Since many in this nation are still illiterate a public education system will be set up starting with young children and eventually expand to the University level. Results should be seen in a Maximum of 12 years.

To Germany: For temporary use you can use a quarter of Boston's Docks. This is only temporary but we will begin construction of a more permanent base along the coast of Maine. Or you could have the use of Boston's Harbor for a slight Fee.

To England: Would you be willing to sign a Non Aggression Pact will us? Perhaps we could also discuss the possibility of trade with you.

To Germany (SECRET): I would agree to a plan to attack the CSA. Also, on the treaty of Lhasa, i disagree. I will give you more territory in China if you give me some of Africa. HEADLINES IN The Boston Newspapers.

Massive Racial Unrest in the CSA.
Blacks in the South have taken up arms against their oppressors. Currently a Force estimated at 5000 Blacks have left their masters and created a small army near the US border. While the US can't official help this small army, Sources say that other rebellions like this will continue as long as Slavery exists in the South.

Secret:The anti slavery force has recieve a massive shipment of supplies and has recruited and begun the training of Blacks in the Western Part of Virginia. OOC: I'm not sure whether the US can claim a revolt like that in the CS. Thus that's just what the newspapers say, it might be much smaller than they claim. On the other hand, it might be as big as they claim.

Argentinian navy reserves called out, now patrolling home waters. Rest of fleet and large part of army is shipping onto Australia. Colony established on eastern coast where military has fortified. So far, the colony is mostly just a military camp while the settlers build the civilian parts. two weeks since landing and so far no attacks. Main actions continue to be fortification of army/navy in defense of colonies and continued shipping of materials/people to colonies and construction of bases in pacific. The expansion/colonizations are becoming major part of society, both in number of people directly taking part as well as stimulus to economy/industry in available opportunities that have been opened up.

To WCI: (Secret) Could you keep Canada from backstabbing us again? I have the feeling that a second war between the states is about to start and this time we have all intentions of winning it.

To All nations of the World: The Government of the United States wishes it to be known that it has withdrawn diplomatic recognition for the territory south of its current border and in fact considers this area as a part of this nations sovreign territory. To this end we ask that all nations likewise reconsider their dealings with this nation.

To the people living in the southern territories: You have until the end of next year to peacefully rejoin this nation if you do not then Force will be used to restore the union to its former glory. If you choose to peacefully return slavery will gradually come to an end and all former owners will be reinbursed the costs. However if forced to fight their will be no reinbursment and slavery will be immediately ended.

Internal Actions: After this announcement all soldiers in the army are put on alert and 5 units have been mobilized to the southern border. Another 5 are on gaurd watching the northern border.

The map the WCI wants. Am I correct in undestanding that China will technically be independent but really ruled by us (otherwise how could the treaty be secret?)? Note that in my version Thailand is also given some land. If Germany objects to this the land will be given to them.
