this falls under the category of "advising governors how to run their region" i guess, and is just going to be a loose guideline upon which governors should base their build queues.
Region 1 (new apolyton, etc)
Focus on Explore (exploration, ecology, psi, expansion)
Focus on Discover (prototypes, secret projects)
Focus on Build (formers, crawlers, base facilities)

If there needs to be any limits on what the governors can build, let it be done according to what the directors need. Apart from that, I don't care.
