We should have a foreign minister, and it shouldnt be the controller.
We need someone constant, who will be able to develop long term contacts with people, and not the controller who will get replaced every few turns or weeks.
The job of the FM will be to keep contact with other teams, find out what they have to offer, what they want in return, etc. And then to bring this information to us, for us to discuss and decide, and when we decided, return to the other team, check whether they agree, barter if they dont.

It's not that fun to play the game. Remember that the controller must follow what we decide upon, so it's not like a succession game where you take over for 20 turns and do everything you want. And that includes Foreign Affairs.
