Well I don't know Chrisz so I can't say how legitimate or otherwise his copy of the game is. I will say that I have the UK version and after installing the 1.14f patch (which at the time no one had discovered didn't work in the Euro versions) I received this message. I then started to receive a whole list of access violation errors. To resolve the issue I had to uninstall all of Civ3 and reinstall. Right now I am downloading the UK version of 1.14f. I know my own copies are legitimate, so if yours are chrisz maybe this will help. I'll ley you know how it goes with the new patch.

I have the same problem too. Installing US or UK version did not solve the problem.
If not mistaken, the file ifc23.dll is an ActiveX Control element. I got this file from somewhere, then that message is gone, but new error messages pop up saying that click2.wav is missing...
I simply copy a .wav file to the missing name, then the game intro start. When i try to load/start a game, new error message pop up saying advisor@!#$.pcx is missing...
Now returning to older version, only way to avoid crash is not to go to any town through the domestic advisor screen.
