We didn't start this war, but we do have a significant interest in the outcome of what history will refer to as the Great War of Abananaba Minor. Our goal is clear. We must act to ensure that no power develops a hegemony over the subcontinent.
We Want: Caesar to shrink a lot
We Want: Hiawatha to grow a bit
We Want: Catherine to stay about the same
We Want: the Babs to stay in the game
I believe that these objectives can be met.
On the upcomming turn (1255 ab)
... we cannon fire on the Roman invaders and destroy them.
... we extend rail to HIW 5,15 and Dijon 6,17
... Build strong points on HIW 15 and Dijon 17
----------- HIW 15 is a natural Artillery site threatening Brundesium
----------- Dijon 17 is a natural Artillery site threatening Novograd
... Fortify a few Riflemen in the strong points
... use the strong points as storage places for any extra zoc units we have (Cav,Cannon etc)o
... Pillage Brundesium 11 and Novograd 2

... Obtain RoP Agreements with Hiawatha and Catherine
What! RoP's! Let me explain.
Russia
has troops in isolated Krasnoyarsk. We want to encourage Catherine to send those troops south. Also, Vladivostok 5 is a natural Artillery site threatening Ravenna. Even better, Vladivostok 18,19, and 20 are natural Artillery sites threatening Syracuse.
Hiawatha
controls numerous natural Artillery sites threatening Hispalis and Lugdunum.
I suggest that we want to capture Novograd and Brundesium for our own account, capture Syracuse, Hispalis, and Lugundum for Hiawatha, and capture Ravenna for the Babs.
This will result in Abananaba Minor having a reasonable balance of power for the intermediate term.
The assaults will naturally have to wait for RP and Artillery, but in the meantime we will have only a half dozen or so Riflemen tied down to the strong points.
This allows our main force buildup to continue in the north. And don't worry about the Artillery being used down there. As long as it stays on the rails, it can attack one target anywhere each turn.

You are partly correct. THe modified OCN depends on the Palace/FP Centricity. Except under a Communism Government, each of the Cities that have either the Palace or FP, have a group of Cities that they influance. So, any City is either Palace or FP Centric, depending on which is closer. Each Centric Group has it's own MOCN that corrution/waste is determined for.
THe MOCN is modified form the OCN (32) by the game difficilty & if a Courthouse/Police Station/WLKD(waste only) is present in the city. Our Base MOCN is 25, per Centric Group, without any other Modifiers.
That's why, any Zulu Cities that we might take in the future, will fall under teh FP and they will be relatively uncorrupt, but a Roman or Greek city will be highly corrupt, because they will be under the MOCN of teh current Palace location.
