Dispatch to International Community

After months of investigations into the different branches of the Romanov family, the commission has come to the conclusion that they were usurpers and that Prince Ceteramov was the rightfull héritier to the throne and he's been sworn in this afternoon in St. Petersbourg.
He is expected, as the young, dynamic lad that he is, to take a close look at the russian infrastructure, especially the transportation net and industry, as soon as the ceremony is over.

The city of Belgrade is clearly in the sphere of influence of the Austrian-Hungarian empire and we kindly ask the Russian Tsar to respect this and stay away with his troops. Any attacks on this city may be answered by an immediate declaration of war but as we're all gentlemen I think we don't need to threat each other and are able to settle such matters peacefully.

The Tzar sends his regards to the worlds mighty leaders and wishes them best luck for the New Year. 1870 will be a year of change, and if we all forget to adapt to power shifts that are bound to occur, it will be bloody too.
In order to prevent these upcoming events, Rossia has declared the Black Sea off-limits (with permits for trade reasons being available through the usual channels) and extended its maneuvres to Anatolia.
Rossia spares no expenses to train its armed forces to protect its and international interests but the Kalif of Constantinople showed neither respect nor mercy. No official showed up, but our boys were fired upon by the Kalif's vetuste artillery. Although no casualties were reported, we are putting everything in place to get our sons and fathers evacuated and back home again.
