Does the preferred governement of a civ checked off in the editor have any effect on the human playing the civ (e.g. greater efficiency, less corruption, etc.), or it strictly a factor that affects the way the AI plays the game?

AFAIK it just influences the AI choosing which government type to use.

Cerberus is right. It has no direct effect on the human player. There is a (rather current) thread describing it all in detail but I could not find it quickly.
