If you're looking for upbeat music, you can't beat good 80s pop. Try the Go Go's, Duran Duran, Men Without Hats, etc. Personally, I find that Michael Jackson's Don't Stop till You Get Enough to be one of the best dance inspiring songs.
If you want something newer, try out stuff like Green Day's Dookie album or Blink 182's fluffier stuff. Some of the lyrics may be "I'm a loser"ish (though not nearly is the same vein as Radiohead, for example), but the tempo and music is great. Sum 41 is great for that too - and alot of their stuff is feel good party music through and through.
If you want the ultimate in feel good music, and don't mind total pop fluff, check out Perfect Day by Hoku (it was on the Legally Blonde sountrack). I'm kinda ashamed to admit it, but I find it quite catchy.

Oh God, where to start?
Motown, the Checker and Chess labels are chock full of honest to goodness feel good songs- 'Dancing in the Streets', 'Heatwave', 'Baby Love', 'Love Train', 'Summer Breeze', 'Harvest for the World', 'Rescue Me', 'I Can't Help Myself', and so on, and so on. Similarly with the Stax label- silly ones like 'Do the Funky Chicken', mellow but proud like the Staple Singers' 'Respect Yourself', groovetastic like Booker T and the M.G.s 'Green Onions'.
Then you have people like Nina Simone with 'My Baby Just Cares For Me' or 'Suzanne' or 'Exactly Like You', Tina Turner and 'Proud Mary', Grace Jones and 'Feel Up' or 'Pull Up to the Bumper'. Donna Summer's original 'I Feel Love', Ella Fitzgerald and 'Begin the Beguine', Louis Armstrong's 'We Have All the Time in the World'.
10 000 Maniacs and 'Peace Train' or 'Scorpio Rising', Steve Harley and Cockney Rebel with 'Come Up and See Me, Make Me Smile', Roxy Music's 'Virginia Plain', Hot Chocolate's 'Everyone's A Winner', David Bowie's 'Golden Years', 'Kooks' and 'Heroes'; Moloko's 'The Time is Now', Morcheeba's 'Trigger Hippie',
Emmylou Harris's 'Blue Kentucky Girl'...
