(dont kill me if someone already had this idea, I didnt bother to check)
Is it possible to create a unit with unlimited range(like ICBM) who can reveal every flight, let's say, an area of 2*2 or 3*3 tiles?

I don't believe that truly infinite range is allowable for missions other than bombard. However, PTW does allow a range of up to 256 tiles, which means that you CAN reach any other tile on the map unless you have Y-wrap turned off and are at a high altitude (the far pole will be out of range in that case).
What I would do is to create a cheap aircraft and give it a range of 256 and the Rebase and Recon missions.
