WHo wins the high tech 1-5 cities civ that is peaceful and rich, and if is attcked only pays off all other civs to help and be defenive only buliding wonders...
or the war mogrol civ with few techs always at war 50+ cities

I'd say the favors are on the side of the defensive civ.
I play defensive and only attack when I have to and theres no backing out of war till one of us is dead.
take it this with 50+ cities and constant war, you gotta have communsim. So lets say this confrontation occurs around the early industrial age...
the best offense the monger could have is cavalary
the best defensive the defender should have is infantry.
now with good size fewer cities... a lower production rate verses a rather big one... I think the infantry will hold out... but a costly war none the less... and the defensive side should be able to get a hold of tanks pretty soon... making everything hte monger has obsolete
