1) Given the perceptible increase in Barb harassment we are receiving and the mountains of gold we seem to be hoarding in our treasury, I would start rush buying city walls in the cities most vulnerable to attack in order to avoid another embarrassment like the one we recently suffered at Issus.
2) Instead of stealing Communism from the Japanese, why not steal it from the Chinese instead? We already have a diplomat and transport ready and waiting in dock at Freeport off of the Chinese coast.
3) I propose building a small sub force be produced ASAP after our Science ministry discovers the secrets of Combustion. This will be an excellent addition to our nascent naval defense fleet given our tech lead.

I oppose more citywalls- we have more important priorities such as factories and the UN. In which cities do you suggest we build citywalls?

Spy to Japan is good- we seem to be covered there. We can save the diplo near China for future 'expeditions.'
