There's 2 of them built already, by New Zealanders I think, both red, one for 2 ppl the other for 1 I think.
There's the other one, which is not really a car, but a mini-helicopter, which fits 1 person.
I don't see the citizens using air travel like that. But transportation services, like buses, taxi's, and government services like fire services, hospitals and cops would use them.

There were some experiments with flying wehicles in the past, but these projects are pretty secret... only a pic here and there leaks out
