Proposal: "No Denial of Receipts rulle" Help yourself to an AD-FREE life

Edit: It looks like the concern that prompted me to start this thread was not valid, so forget it.

I wonder if Vox might be deliberately denying us read recepits on our private messages in an effort to buy time. The fact that such a thing is possible (assuming I understand the mechanism correctly) makes me tempted to propose the following rule in the C3DG forum. Should I do it?

1) It is henceforth illegal to willfully deny the sender a return receipt for any private message (PM) believed likely to be related to the Civ 3 PTW Democracy Game.

2) Should a player mistakenly deny a return receipt for a message that turns out to be related to the game, he is required correct the error by promptly sending a PM to the sender of that message indicating his receipt of the message.

Full PM-box? Change here!

Doesn't PM-tracking get round this? I don't really know, because I've never had need to deny receipt to anybody.

Tired of ads?

Possible text to explain the rule:

It has recently occurred to me that Apolyton has an option to deny the sender of a private message a return receipt indicating that the message has been read. Use of that feature makes it impossible for an ambassador who sends a private message to tell whether the ambassador he sent it to has not yet read the message or has read it and is simply stalling. Such a tactic, if used, would be both unrealistic (since a courier could presumably report back that the message was delivered) and detrimental to the smooth flow of the game. Indeed, it could prompt a sending team to deliberately hold up sending their turn in order to try to ensure that the recipient will have time to act on the message. I therefore propose the following rule to address this issue:

How about if we test it? I'll send you a PM, and you read it using "deny receipt" and we'll see how it shows up on my PM tracking page.

It's not showing up on my list of unread PMs, so it looks like my concern was unwarranted (assuming you clicked "Deny Receipt" to read it and did nothing else).
