I think he's talking about what I was talking about in the other thread, that you can be an evil ruler a la SMAC and brainwash your own poeple and gas the enemy and send out bioweapons and stuff.

actually no...
you dont usually destroy any cities.. 90% of the time you try to take over a city and when you do you also gain all their support buildings and any villagers still alive in the town.
