Irrigate or mine?
Personally my opinion is irrigate. I think that Pamplona has enough other lands who can be irrigated and where it can get his production from, but I'd like to hear the opinion of the Spanish nobles about it, specially the opinion from Pamplona's Governor, señor Ruby_Maser.

This looks like a valid reason for me. Since it is probable that Pamplona would expent several turns being size 2 and eventually come back after poping some settlers or workers, it is desirable to have an equilibrium between food and production while in size 2. So, go for that mining.
