Yes it does. however, he may be assuming she wants Doctine: Loyalty because she asked for it when we first contacted her (although we didn't ask for a Pact).

Presuming pact wins, should we have another poll for how much we're willing to give her for the pact? I noted that some were ok with, say, a tech, but others we're not so eager.

Or are those sort of decisions handled during the turnchat?

The Spartans have Gatling, Deirdre doesn't. It might help her with her war with the Spartans if we can offer her that tech

Assuming Pact wins, my orders will be to approach Deirdre about it during the turnchat. If she declines, there will be a poll about how far we should go to attain a Pact -- by giving her tokens of goodwill, by recommending to the DoSE that we switch to Green as soon as possible, or by other methods.

I concur with Herc: Give Deirdre Gatling tech, as it will help her (and ultimatly us) against the Spartans, and endear us to her, so that, especially with Green (which our DSE has expressed an interest in) we will neither have to fight Deirdre nor the Spartans

As I said to Cedayon, this issue came up months ago and the general concensus was that it was not permitted.
