I'm not a citizen, but something struck me as odd: In SMAC (the version I have, at least) it's not possible to offer a specific tech, only to offer tech in general (either as a gift or as an offer for something you want). (edit, removed small spoiler)
Another thing: without all the commlink frequencies, you can't ask for support in the planetary councils. Granted, the last frequency can be acquired from the Gaians, but whether that's going to be done hasn't been decided yet.

I thought the rule was that "it's not playing ahead if you don't end the turn", or at least that's what I've seen others say around here. Is that not true?

As I'm a citizen now, my thoughts on the polled issue: If we intend to remain allied with the Morganites, it's only logical to help them into a position to help us (ie research stuff we don't have and be more powerful an ally in general. We could ask a nominal fee for this, as they aren't hurting for ECs, but I think a gift is just as well.
My only concern is that any technology we give the Morganites could potentially fall into unfriendly hands (Yang's, for instance). I trust, however, that such concerns will be kept in mind in choosing what to reveal to our allies.

Ah, I hadn't checked. There is the possibility that contact could be made, but it does seem pretty unlikely that the tech could make its way to Yang while it still mattered.

I should note that, according to the current intelligence in the datalinks, Morgan's going to get Poly S. in 3 turns normally... but if we speed up the process he might get to researching something we actually need. Or is he too far behind for 1-2 techs to make that kind of difference?
