This is a pure guess: Democracy with no constitutional limit on govenmental powers. E.g. Congress votes to require everyone to be Methodists.

Authoritarian democracy?!

Well, China calls itself "democratically authoritarian".
I think it's just a play on words.

anyway, a quick search on google turned up the following link:

Well anyway, I'd guess that it's some sort of tyranny of the majority, or mob rule. Like Zimbabwe. Or Germany 1933.

Zkribbler is basically correct. That would be a government that is elected by the people, but still strictly limits freedom and civil rights.
