I am filling out this thing with my partner (long story, it's kinda like a paper for night school, but not really), and I need to discribe some diffrent types of gov't. It gives me a name of a type of Gov't and I need to explain it. There is only one out of 20 I am having a hard time with...

This is a pure guess: Democracy with no constitutional limit on govenmental powers. E.g. Congress votes to require everyone to be Methodists.

Well, China calls itself "democratically authoritarian".
I think it's just a play on words.

The Blue system can be a friendly such as the authoritarian democracy as experienced in Singapore and latterly in China. This is the type of values system which does not encourage too much autonomy in the provinces and is based on a unitary system of government. Equally, the Blue system can be punitive and does not encourage dissent or criticism. This can result in a system which makes things work but at the same time does not encourage public debate on major issues. Strong Blue starts to soften as it acquires tinges of the Orange "Free Market" approach."

Zkribbler is basically correct. That would be a government that is elected by the people, but still strictly limits freedom and civil rights.
