Tell him that we don't have a system in which we appoint mayors. Ask him in what way single city leaders could possibly co-operate.
Tell him that we prefer to comminucate through ambassadors (one-to-one), not on city level.

But remain friendly!

My emotions are already known on this...This city needs to build a defensive unit, then build a settler and relocate the city to the west. This way, when we take control of the NDE city, we will have a better use of the nearby resources.

For now, act aloof and neutral/friendly and be secretive.
