But if one is going to bomb the silos with these graphite weapons, why not simply attack it with conventional weapons and be done with it? Until we can be convinced that these weapons will actually be useful for their stated purpose, the Republic of Centralis will not support their deployement and will not use them, however, we will not attempt to prevent other member nations from suing them if they wish. If the weapons do prove effective, we may reconsider our position.

Anti-aircraft weapons kill. With no anti-aircraft weapons, there is no risk and then there will be no losses.

Let's take another situation. Our forces wish to invade a country to repremand them. If the electricity is out, how will they find us? RADAR: Dead. Lights: Dead. With the BLU-928, our men will be SAFER than without it. Without it, you'll have the massacres of June 6th, 1944. With it, it'll be like shooting fish in a barrel.

If Centralis wishes to send their men in when the enemy has 2 fully functional eyes on them, so be it. Pasiphae plans to blind the enemy before launching an invasion.

You still have not answered any of our questions.

1) You have not explained why one should bother waiting for the anti-aircraft systems to be bombed before bombing the silo - after all, the planes dropping the graphite bombs will be be jsut as much at risk as those dropping the conventional ones.

2) You have not answered our concerns about the effects of the weapon on civilian power grids. We have no objection to the use of precision-guided weapons to take out military installations, but this weapon would shut down the foundations of entire modern economies.

Having further considered this matter, Centralis will accede that there is at least one environment in which the Graphite bomb could be useful - against the sentient computer that has taken over Akiria, in order to disable it and it's automated weaponry. Centralis would like to purchase 1000 of these bombs for this purpose. We may also be prepared tot est it in other fields, and see how it performs.

We have no objections over the use of Graphite bombs, and Jackson would like to purchase some of these bombs as well for use in our bombing missions.

So far we have great secuess in destroying the anti aircraft systems guarding the skies of New Elysium.
We are now proceeding with bombing of troop postions and other millitary buildings. We may consider bombing weapons factories as well.

Our efforts in routing our the terrorist have been very sucesful. OUr troops are now starting their advance into New Elysium. They also have air support and artillery support. This move is to prevent New Elysium from supporting terrorism and try to destablize the government of Sovetskii.

Centralis is categorically opposed to giving military bases to a nation whose 'opposition to the status quo' resulted in their invading another country and attacking civilian targets.
