Maybe they are on floodplains. I can't see any benefit of letting one city grow that much at the expense of expanding at this point in the game.

Pre-building what? The can't build a palace because its their capital and the couldn't pre-build the FP even is the has enough cities, which they obviously don't, for the same reason. If they were on non-floodplain terrain and pre-building a temple (which about the most likely expensive thing they can build) it would have been built already. btw, IIRC wonders in progress do not show up with civs you have not contacted yet.

My vote is for flood plains, but that does not rule out the potential for them to have built a settler and now building a wonder.
