	Gathering storm found. Avatar Enlargement: We've got the solution

Well sort of... BetaHound told me they are have been in conflict with the Gathering storms for quite awhile now. They are located south of Vox Controli

Details are on my chat log with betahound in vox controli foreign affairs thread

Now all we need to do is get in touch w/ the gathering storm and find where lego is. We are so rockin' this joint~ (aka we are kick butts)

If there are 4/7 civs on our continent, and at least 2 more on the one directly adjacent to us, that means there must be plenty of land overseas to colonize. We must find it!

Well. There's the answer to why Eye of the Storm is size 5. They dont want to risk building any settlers/workers because of capture risk and/or they were in really in need of military units. As for how it got started im guessing either it was either a spat over unit/settler location or someone attempted a early rush.
